Can You Get Free Glasses on Attendance Allowance
Attendance Allowance does not automatically entitle you to free NHS glasses, dental treatment, or sight tests. However, it can help you qualify for Pension Credit Guarantee Credit which does. Alternatively, you can apply for an HC2 certificate through the NHS Low Income Scheme, and Attendance Allowance income is disregarded in that calculation.
Does Attendance Allowance Give You Free NHS Glasses?
No. According to the NHS Business Services Authority (NHSBSA), Attendance Allowance (AA) is not a qualifying benefit for automatic NHS health cost help. The same applies to Personal Independence Payment (PIP) and New Style ESA. Receiving AA alone will not give you:
- Free NHS sight tests
- NHS optical vouchers for glasses or contact lenses
- Free NHS dental treatment
- Free NHS prescriptions (though these are free at age 60+ anyway)
However, AA can indirectly help you qualify through two main routes below.
What Are the Three Routes to Free NHS Help with Costs?
Route 1 Pension Credit Guarantee Credit (Automatic Entitlement)
If you or your partner receive Pension Credit Guarantee Credit, you automatically qualify for full NHS help with costs no application required. The current Guarantee Credit threshold is £238.00 per week for single people and £363.25 for couples (2026–27 rates, according to Age UK).
The AA connection: Attendance Allowance is counted as income when assessing Pension Credit eligibility. This can push some claimants over the threshold needed to qualify meaning AA may be the reason you become eligible for Pension Credit and, by extension, free NHS help.
Route 2 HC2 Certificate via the NHS Low Income Scheme
If you don’t receive Pension Credit Guarantee Credit, the NHS Low Income Scheme (LIS) offers the same full NHS help through an HC2 certificate. Eligibility is income- and savings-tested, but the application is open to anyone including AA claimants.
Route 3 HC3 Certificate for Partial Help
If your income slightly exceeds the HC2 threshold, you may still qualify for an HC3 certificate, which provides partial help. Your certificate will specify exactly how much you contribute toward each type of treatment.
Which Route Should You Use?

Who Is Entitled to a Free Eye Test?
You are automatically entitled to a free NHS sight test if you:
- Are aged 60 or over
- Are registered as partially sighted or blind
- Have been diagnosed with diabetes or glaucoma
- Are 40 or over and have a parent, sibling, or child diagnosed with glaucoma
- Have been advised by an eye doctor that you are at risk of glaucoma
- Hold a valid HC2 certificate
- Receive Pension Credit Guarantee Credit
Mobile sight tests: If you receive Attendance Allowance and cannot leave home unaccompanied due to physical or mental illness or disability, you may also be entitled to a home visit from an optometrist at no extra charge. This is a route many AA claimants miss entirely.
How Do NHS Optical Vouchers for Glasses Work?
An NHS optical voucher covers part or all of the cost of glasses or contact lenses, depending on your prescription. Adults cannot receive “free glasses” outright but if your voucher value matches or exceeds the cost of your chosen frames and lenses, the result is effectively the same.
|
Voucher Band |
Prescription Type |
Value |
|
A |
Single vision, up to 6D sphere / 2D cylinder |
£42.40 |
|
B |
Single vision, up to 10D sphere / 6D cylinder |
£64.26 |
|
C |
Single vision, 10–14D sphere |
£94.14 |
|
D |
Single vision, over 14D sphere or over 6D cylinder |
£212.40 |
|
E |
Bifocal, up to 6D sphere / 2D cylinder |
£73.10 |
|
F |
Bifocal, up to 10D sphere / 6D cylinder |
£92.72 |

G |

|
H |
Prism-controlled bifocal or high-power bifocal |
£233.56 |
|
J |
Contact lenses (HES prescribed) |
£61.77 |
If your frames cost more than your voucher value, you pay the difference. Budget-range frames at many high street opticians fall within the lower voucher values making glasses effectively free for many claimants.
Complex lens vouchers: For prescriptions of ±10 dioptres or more that don’t otherwise qualify for a standard voucher, a complex lens voucher is available: £15.81 for single vision and £40.57 for bifocal lenses (GOV.UK, 2025).
Can You Get Free NHS Dental Treatment on Attendance Allowance?
Not automatically but through HC2 or Pension Credit Guarantee Credit, yes. NHS dental charges from 1 April 2025 are:

With a valid HC2 certificate or Pension Credit Guarantee Credit, all of the above are free. With an HC3 certificate, you pay a reduced amount shown on your certificate.

Healthcare Travel Costs Scheme (HTCS)

- Blue Badge scheme for parking concessions (separate eligibility criteria apply)
- Disabled Person’s Bus Pass free local bus travel via your local council

Frequently Asked Questions
Does Attendance Allowance automatically give me free NHS glasses?
No. Attendance Allowance is not a qualifying benefit for automatic NHS help with optical costs. To get help, you need to either receive Pension Credit Guarantee Credit or apply for an HC2 certificate through the NHS Low Income Scheme. AA income is disregarded in the HC2 calculation.
Can I get free NHS dental treatment on Attendance Allowance?
Not automatically. Free NHS dental treatment is available if you receive Pension Credit Guarantee Credit or hold a valid HC2 certificate. AA alone does not qualify you. NHS dental bands run from £27.40 (Band 1) to £326.70 (Band 3) as of April 2025.
What is the HC2 certificate and what does it cover?
The HC2 certificate provides full help with NHS costs including free sight tests, optical vouchers, dental treatment, prescriptions, wigs, fabric supports, and travel costs to NHS appointments. It is issued through the NHS Low Income Scheme after completing an HC1 application.
How much can I earn and still qualify for an HC2 certificate?
Your weekly income must not exceed your weekly requirements (a personal allowance covering living and housing costs) by more than half the current prescription charge. The assessment takes housing and council tax costs into account, so some people qualify even if their income appears above the means-tested benefit threshold.
Do my savings affect my HC2 application?
Yes. If your savings, investments, or property (excluding your home) exceed £16,000 in England, you do not qualify for the NHS Low Income Scheme. The limit rises to £23,250 for those living permanently in a care home.
Is Attendance Allowance counted as income for the HC2 calculation?
No. Attendance Allowance is disregarded as income when the NHSBSA assesses your HC2 application. This means your AA payments do not reduce your entitlement making many claimants eligible even when they assume they are not.
What if my Pension Credit application is refused can I still get an HC2?
Yes. HC2 eligibility is assessed independently of Pension Credit. You can apply for an HC2 certificate via the NHS Low Income Scheme regardless of whether your Pension Credit claim was successful or refused.
Can I claim a refund if I paid for glasses or dental treatment before getting my HC2?
Yes provided you apply within 3 months of the payment date. Use the relevant HC5 form (HC5(O) for optical, HC5(D) for dental) and include your original receipts and prescription. Submit via the NHSBSA.
Are NHS optical vouchers the same as free glasses?
Not exactly. Vouchers range in value from £42.40 to £233.56 depending on your prescription. If your chosen frames and lenses cost less than the voucher value, they are effectively free. If they cost more, you pay the difference.
Who can get a free NHS eye test regardless of income?
Free NHS sight tests are available automatically to anyone aged 60 or over, those registered as partially sighted or blind, people with diagnosed diabetes or glaucoma, those aged 40+ with a first-degree relative diagnosed with glaucoma, and holders of a valid HC2 certificate. No income assessment is required for age- or condition-based entitlements.
